The WaPo seems to resolve part of the question - she joined the agency at age 22, and was at one time operating under non-official cover as a female James Bond.
Whether that has been true in the last five years remains a legal hurdle, but one can hardly pretend that her "outing" has not harmed national security.

His gist - she was a former operative in professional transition, which could explain a lot of confusion about her status. Folks meeting her in her current role might nver guess her mysterious past.
