If this is an attempt at symbolism, they should stay home. If the rules of the Spanish engagement in Afgan minimize the risks to Spanish troops, utterly compromise their effectiveness, and under these rules increase the risks to other troops, they should stay home. Terrorists don't respect symbolism. We do the Spanish no favors if we allow this symbolism and treat them as two year olds. We need grown ups in this effort. Let the Spainish stay home.


Not knowing what ROE Spanish troops operated under in Iraq, or how they might intend to integrate with NATO troops in Afghanistan, it's hard to say. However, they already have some troops in Afghanistan, so I assume the ROE would not change to accomodate the new arrivals.
