Based on the 9/11 Commission staff report on the FBI (excerpted below), the "actionable intelligence" in the Presidential Daily Brief from Aug 6, 2001 was right here:
The FBI is conducting approximately 70 full field investigations throughout the US that it considers Bin Ladin-related.
Given the many obvious-at-the-time problems within the FBI, this should have prompted a more vigorous follow-up.
