Don't forget that a not insignificant number of the single young men out west would have little use for a surplus of single young ladies, unless perhaps they needed their hair done.
WACO is in McLennan county. My perusal of the Corrections website does not show a single unit in McLennan County. So my gut reaction seems to be supported by the research. Were you thinking of Huntsville?

Waco has a lot of prisons? HUH? Huntsville has a lot of prisons. Waco has Baylor University and little else but a 90 mile drive to get to DFW.
