I'm addressing you, my fellow Americans, because my administration's message on our war limited humanitarian intervention kinetic military action in Libya has truly and totally sucked. Seriously, I'm gobsmacked at how f***ing incoherent we've been in communicating our rationale to the foreign policy community and the American public.
The AP thinks Obama told some stretchers during the speech.
The NY Times is also trying to be something other than an unabashed cheerleader:
Speaking in the early evening from the National Defense University in Washington, Mr. Obama said he had made good on his promise to limit American military involvement against Colonel Qaddafi’s forces — he did not use the word “war” to describe the action — and he laid out a more general philosophy for the use of force.
But while Mr. Obama described a narrower role for the United States in a NATO-led operation in Libya, the American military has been carrying out an expansive and increasingly potent air campaign to compel the Libyan Army to turn against Colonel Qaddafi.

Has anyone in this country, Canada, the UK, France, Germany, Italy, Turkey or any other participating in this kinetic military action been able to define the mission yet?
Let's start with the first step in the process. Come on..begins with a "W', ends with an "R".....
right now we're basically just blowing Qadaffi's shit up and untrained militais are going up against an army that has at the least minimal field skills. The tribal nature of the conflict is now being defined. I don't know if anyone can really identify the components that make Libya a real nation-state at this point.
Maybe they could split the country down the middle and have Libya and oh, say, Cyrenaica. I wonder what the Egyptians are thinking at this point. The Tunisians can't be happy either. Haven't heard much out of either of them.

An interesting perspective from a USS Ronald Reagan sailor.
All,
Just thought I'd send an update from life today on USS Reagan. Some of you have seen of this and some haven't. Its been quite a week. Many challenging times, avoiding radioactive plumes and contamination in the environment both air and water. Sailors here are happy to help in such a trifold disaster but its also been pretty scary at times for us too. I think all the rad we've seen is safe low levels but we do hear of high levels now and again.
Since we are a nuclear carrier we have all the requisite devices to measure radiation in the environment and keep the ship safe, however, not sure the chain of command ever considered having to use these devices in a situation quite like this. Literally, our chain of command was the resident experts on things nuclear until task forces started to get set up and organized.
We had a rough time trying to figure out where to go at first but have nestled into an area north of Sendai that saw much damage and is also a safe distance from the reactors at Fukishima.
We found many people at first, ~ 10-20 landing zones, then the past few days were quieter and today we found more people that needed to be rescued.
The helos and airplanes go out and look at the country looking for people with cameras and stuff. Japanese are really smart at disaster prepardness. The displaced people that need help write sos on the ground in big fields or drop lots of stones on the ground in an helo pad shape or spell out S O S . Then the helos know there are people nearby that need help so they land and look and bring back supplies. Many, many Japanese have been helped in this way. I'm guessing they are without power but yet they inherently know to do this.
When the helos land on the ground the japanese come out and stand in a perfect line and help the helo guys unload all the goodies out of the helo in an assembly line as fast as possible. They have been ever so respectful, patient and humble. They are such an amazing people. Even in this horrible time, they maintain such respectability.
My friend who is a helo pilot told me tonight that as they were taking off after unloading supplies, a man got down on his knees and prayed to the helo guys (like a buddhist praying motion). Other Japanese have all waved, clapped, and given many types of thanks to our helo squadrons.
I saw pictures tonight from the helo's and airplanes. The pictures are amazing. I've never been to Japan but its so beautiful, the mountain sides are breathtaking and the ocean on the northeast coast is SO BLUE! There is a lot of destruction in the pictures. Towns just wiped out and houses remaining where the water stopped. I also heard the Japanese had a lot of water walls to help protect them from tsunamis and this helped in many locations but not all of course. I haven't had much time to watch the news and all we get is cnn so these pictures today were unique to me.
Today at sea I saw a LOT of trees in the ocean. It looked like a lumber yard, logs and trees everywhere. Many trees have the root systems attached. I swear, I'd bet money that chunks of land lifted up from the seaside with the trees attached because some of the trees stick straight up and down out of the water as if they are solid in ground (but the water depth is 1000-2000' in those spots. The ocean is littered with connex boxes, I've seen soooo much debris out here, I wish we could have blown some of it up so that at least they weren't hazards to navigation.
There are media from the NYTimes here today so maybe there will be more news about us coming.
The guys on the flight deck have been working so hard, its really cold outside, they have to wear overboots over their boots to protect from contamination and they return back into the skin of the ship through the foc'sle which is now a decontamination station. I've heard that line lasts an hour to get through. If your clothes or boots are too high then they take them from you and issue you new gear. Fibers and clothes hold radiation moreso then hard surfaces and so I think some things like halyards and lines may have to be thrown away. Our 'lookouts' have been inside the pilothouse almost this entire time now and believe the island structure has some contamination on it. My forecasters stopped launching weather balloons.
My team has been working so hard and sleeping so little and giving everything they've got. The forecasts for the helos are paramount and CAG is definitely concerned for his guys. The captain has told me repeatedly to keep him abreast of the winds and call him anytime when we will be 'downwind' from the reactors. There are people making 'plumes' models of the air and sea, some are good, some are great, and some are not. Its all very complicated. And the jets, well, they haven't really been flying so who knows what will happen with them.
When this is all over I intend to travel back here and find a place in the country that is clean and safe to be and enjoy everything this beautiful country has to offer.
Yesterday everyone dontated supplies from their personal stashes. I'm hoping we do that again.

He links to a deep thinker at TNR who has learned "one lesson we can draw from the mostly negative media commentary about the Obama administration’s actions in Libya: Presidents get more credit for stopping atrocities after they begin than for preventing them before they get out of hand."
Leaving aside the illiteracy of those last six words, apparently TNR has just discovered - and deplores! - the negative press coverage that can result when a President takes action in order to prevent an anticipated event from occurring, a useful enough concept that there ought to be a word for it.

For example, I'm sure you heard about the three guys who were supposed to have received more than 1000 mSv (100 rem)... but did you hear it was beta, a very non-penetrating form of radiation, and they were sent home a day later with a "clean bill or health"?
Or maybe you heard about the plutonium they found... but did you hear it was comparable to the amount of plutonium everywhere left over from above-ground bomb testing? Or that a kilogram of bananas has 241 times as much radioactivity as that contributed to a kilogram of soil by the plutonium detected?
Or that the water in Tokyo returned to what the Japanese consider safe levels by the next day? Or that Japanese safe levels are 10 times higher than the international standard?
I need to write another piece on this tonight.

TV news was no help-- things are so confused the reporter said he had no idea if the law is in effect or not. Per wispolitics Sumi stopped further implementation of the law, but the DOJ says the law is in effect since Sumi didn't rule on that issue.

How does a law designed to save the state money endanger the financial welfare of the state and the governmental one. Is she going to tar and feather Walker and run him out of town on a rail? It sounds like sumi is starting to threaten people. Is she mentally stable? She obviously should have recused herself but didn't. Sounds like someone is gearing up for her 15 minutes of fame.State Supreme Court will decide it then they will just vote again and pass it again.

Henry: Her order can only bind parties to the case. Unless someone serves the Governor or the WI state payroll administrator in the case with a complaint adding them as a perty, she has no jurisdiction whatever over them, and she has no power to sanction them for violating her order.

It is astounding to me that this matter is still in the hands of this trial-court judge ten days into the proceedings. I realize the appellate court punted, but WTF is going on with the state supreme court?
The only people to whom the injunction can apply are people who have been sued. I have no info on whether, for example, that includes the governor.
Wisconsin is looking pretty much like a banana republic at this point, which is the end-state for union thuggery.

Jim, I'm not sure Sumi understands her limits. Legal Insurrection has this quote--
"Apparently that language was either misunderstood or ignored, but what I said was the further implementation of Act 10 was enjoined. That is what I now want to make crystal clear," she said.
-- nothing about who is actually a party to the suit, just obey Sumi or else -- even if she didn't specify what she ordered.

I agree with Jim Rhoads in that the Governor and the DOA can do what they want in this instance. We have a rogue runaway judge on our hands that must be stopped.

Who's "they," Mel? The Dems clearly want to run it out, but what the hell does it take to get the GOP off its ass?
If the Dem wins in Tuesday, when does she take office? Can the governor hold off on swearing her in until after a ruling in this matter?
I have tried asking some of these Q's at Legal Insurrection, but can't get it done because TypePad is telling me something, and while I'm down here they're doing it in Spanish.
It will be Martini time very soon...

Maryrose, Sumi is from Madison. They would elect a chimp as judge as long as it followed the party line. No recourse available here, even if she were to be canned for ethics violations, Madison would elect a carbon copy.

I just read the order. The Journal Sentinel has a link to a PDF copy. The Governor is not a party.
Her order enjoins the Secretary of State by name (and no one else) from publishing the law or from otherwise otherwise implementing the law including publishing a copy in the State Newspaper.
Sumi specifically declined to declare that the publication by the LRA was a nullity and without legal effect.

Read that the Dims are having trouble getting the signatures for their Recall petitions. Now they're trying to fool people into thinking that they're signing a petition for something entirely different.

Am I the only one who sees irony, in that the judge has restrained on a legal technicality of alleged failure to follow process to letter, yet the judge seems to ignor all of the failure of process in the filing asking for the TRO?
Gosh, I am about to return to my question about how many of these folks involved never passed a bar exam. Including the judge...
Its almost as if the delay was all that mattered here. Hmmmmmm

Tell the Wisconsin Tea partiers to check every single signature on those recall petitions. That is precisely what Obama did to start his illustrious career - except in his case he got all his opponents kicked off the ballot. I am quite confident that the recall drive is employing ACorn on steroids.

Hell, if our side has the 4-3 majority until August this law should be up, running and set in stone by then.
Sounds to me like the people who, for example, cut the state and local paychecks are not covered by the injunction. I don't see how her order affects anything at all, actually.

Whoa, Sara, FL -755,660 jobs. At least the Obamas did their part with their Gulf Coast overnight photo-op on their way to Martha's Vineyard. I'm sure BO's turning NASA's focus from missions to building Muslim self-esteem didn't affect FL jobs, nor did his drilling ban. Ditto BO's advising families to save money by skipping vacations. And his purposely driving gas prices up, didn't hamper FL tourism either.
