After Heller and MacDonald (which was a Chicago case after all) anyone who has a gun confiscated or is even subject to search is going to eventually have a very large civil rights case against the state and whatever locality might have been involved in the deal.
As long as Heller and MacDonald are intact the potential liability of Ill or Chicago trying to pull off what they're talking about is immense, almost off the charts.

Since then the number of crimes committed in this state with 50 BMG caliber firearms has fallen precipitously from zero all the way down to zero.
In fact that low, low crime rate exactly matches the number of crimes committed with a 50 BMG firearm in the rest of the country where they are still legal; zero.
