From my professional experience a line like Keystone will provide about 4 to 5 thousand direct manual (craft) jobs thru its construction schedule and over 400 non-manual in the field. The you have all the indirect jobs which are substantial. Unlike a power plant or refinery the economic impact will leave a much longer and expansive footprint. Lots of community's will benefit.

I don't find "The New York Times Newspaper Guild" (which appears in the 10K) to be covered by the PBGC. The NYT shows a pension and benefit liability of over $900 million and ZIRP puts them in the position of catching knives falling from a great height.
