Roll Call notes that Obama has not yet evolved on marijuana reform. The story presents a tough choice - which is funnier, the idea of Obama as a "leader", or this quaint description of an earlier time in US history by White House prerssflack Josh Earnest:
"...At the same time, the president does not — you know, at this point, advocate a change in the law.”
Wait, Obama considers himself to be limited by the actual law? What happened to a simple exercise in prosecutorial discretion, as with his implementation of much of the Dream Act by Executive fiat? Or his ongoing Obamacare revisions?
I guess the polling on marijuana reform isn't where it needs to be at the moment, and the Big Hollywood money hasn't adopted this as the latest fashion.
You nailed it, Tom,

Here we go, as predicted here at JOM:
WSJ:"President Barack Obama on Thursday will announce proposals aimed at combating rising college costs by creating a new ratings system and eventually tying federal student aid to institutions’ performance.
The president will call for rating colleges before the 2015 school year and identifying those that are doing the most to help disadvantaged students. Once that system is in place, Mr. Obama will ask Congress to allocate financial aid based on those ratings by 2018.
Under the plan, which is expected to spur pushback and concern among some colleges, colleges would be rated on measures such as affordability and outcomes, including graduation and transfer rates. Students at top-performing colleges could receive larger federal grants and more affordable student loans.
Mr. Obama also will urge innovation in higher education, encouraging colleges to pursue ideas including three-year accelerated degrees and massive open online courses. The president will return to some familiar ideas as well, calling for an expansion of his pay-as-you-earn program that caps student loan payments at 10% of monthly income and re-upping his funding requests for the Race to the Top program, which is focused on state higher education reforms."

The old canard that welfare statists are not socialists is only true to the extent that they are worse than real socialists.
They have precisely the same desire to steal other's liberty and coerce their fellow citizens to live as they believe they should, they just lack the courage to do it openly.
Therefore rather than own the means of production they seek to act as parasites and puppet masters of other's property and lives through crushing regulations and a mind numbing web of laws.
Give me a revolutionary socialist any day of the week; their goals are the same but at least with a socialist they don't pretend as though you have to like the castor oil they're forcing you to swallow.

I'm not at all opposed to tying Federal student aid programs to performance. But obviously if Zero is proposing it, there's got to something awful baked right into the proposal.
...as in the above paragraph. If affordability is one of the criteria used for ranking, then this new program will be funneling more federal aid money to the schools that are the most affordable already; in other words, to the schools whose students would LEAST need that aid.
Am I missing something there?
And of course, since it's the massive infusion of "free" federal student loan money that has pushed up the rising tuition-rate spiral, pumping ever more money into those "affordable" schools will inevitably push costs up, making them less affordable over time. Which is exactly the opposite of what this proposal is presumably meant to do.

'Titanium serf collar' heh--
Listen, Obummer is merely giving the Leftist response (price controls) to a situation that will have to change -one way or the other. The last 30years of 7-8% year -on-year College Tuition and fee increases can't continue, and it won't. The past 5 years with the impoverishing of Americans, the Colleges have turned to the Dems to pay for these increases with Pell Grants, Sallie Mae loans etc. So the Colleges have given Obummer the leverage to dictate to 'the deal' to them. The Elite Colleges (Top 150-200) will respond by cutting administrators and CapEx expenditures, then ending tenure/pensions, and finally when the fed yoke gets too tight they'll drop Fed asssisted students entirely, and go with Chinese/Russian/Arab cash paying students, and more of an On-Line model. Things will change-- maybe not the way Obummer wants... but they will change.

Of course the real problem is that there is any Federal program at all, never mind the fact that they have taken over the program in its entirety. The hole I see beyond what I think of all these so-called reforms generally is to base the rating in part on what grads earn. That would seem to me to further cement the workforce development alliance being deliberately created as the government/higher ed/ Big Business Corporatist nexus which nurtures a stagnant economy as it treats the current large employers as the always employers.
