What motivated the sophisticated sniper attack on a San Jose power station last April? The Times wonders:
Months Later, Sniper Attack at Power Hub Still a Mystery
SAN FRANCISCO — A mysterious and sophisticated sniper attack last year on a Silicon Valley power substation has underscored concerns about the vulnerability of the country’s electrical grid and prompted debate over whether it was an act of terrorism.
The chain of events is not in dispute: Shortly before 1:30 a.m. on April 16, 2013, one or more people methodically cut communication cables near a Pacific Gas & Electric substation in San Jose, sprayed more than 100 rifle bullets and knocked out 17 of the station’s 23 transformers before fleeing and avoiding capture. A grainy black-and-white surveillance video released by the Santa Clara County Sheriff’s office in a search for leads shows shots being fired for about a minute at the substation.
Though the utility was able to prevent a power failure by diverting electricity from other areas, the damage took 27 days to repair, said Brian Swanson, a spokesman for Pacific Gas & Electric.
The Federal Bureau of Investigation has been investigating the attack, but says it has no evidence of terrorism nor any suspects.
“The F.B.I. at this time does not believe it is related to terrorism, based on the initial assessment of the investigation,” Peter Lee, an agency spokesman in San Francisco, said, adding that he was unable to disclose further details. The agency also considers the attack an isolated one, Mr. Lee said.

A law enforcement official briefed on the investigation said the situation so far was ambiguous.
“When you don’t know who did it and you don’t know what their motives were, it is very hard to say whether it was terrorism or not,” the official said. “Some people said it looks like they had military training, some people say that you can learn this from a video game. We just don’t know.”
So who knows? But based on my extensive reading of fictional thrillers, I found this to be thought-provoking:
The attack has renewed anxiety over the potential vulnerability of the power grid to physical attack, adding to worries about cybersecurity and the ordinary adversaries of hurricanes, floods, wild animals and falling trees.
On Wednesday, utility officials tried to tamp down concern. “It’s harder to knock out the lights than people think because of redundancy and resilience,” said Gerry W. Cauley, president of the North American Electric Reliability Corporation, a nonprofit group that sets standards for the nation’s utilities.

The location of substations is public, but it is a closely guarded secret what combination of them would have to be knocked out to cause extensive harm. It could be as few as a handful in each of the three grids, the eastern continent, from Halifax to New Orleans, the western continent, from New Mexico to Vancouver, and Texas.
We are building to the payoff:
In response to the April attack, the nation’s electric utilities began a two-and-a-half-year program to identify what substations or combinations of substations were most critical to the operations of the continent’s three power grids, how to minimize damage to them once an attack was detected, how to bring in law enforcement personnel before sending in the repair crews, and how to reconfigure the system after an attack to achieve maximum capacity.
I am sure this has crossed the minds of the people involved in this study, but - the playbook for the good guys could easily double as the game plan for the bad guys.
Just imagine that the people who hit the San Jose station are pros with a plan. And suppose they have their own Edward Snowden operating inside a utility somewhere. Within the next few years they may be able to steal away with the detailed assessment of the critical vulnerabilities of our nation's power grids which is currently under development. We might even speculate (wildly!) that a key goal of the San Jose exercise was to try to provoke the creation of such a plan.
Of course, the good guys see through this so they track access to the developing plans very carefully in an attempt to flush out the mole. Or try too - geez, such a page-turner.
The veneer of support has worn thin. Polishing too often does that.

Point is, you walk away from that story being spouted all over the news and TV airwaves up here and you think, wow, Mark Begich did all that for us. What a great Senator for Alaska.

I'm still not sure on immigration and since the GOP is going to cave on the debt limit they could sneak something in as a stop gap. I'm also doubtful that the administration will go along with Keystone at this point unless than can arrange it in such a way it can be cut to pieces with enviro lawsuits (similar to Alaska or Yucca Mtn. or nuclear power).
too bad we can't rotate our political class through Miss Marple's food bank to show them what their policies are really doing to people.

Sorry for the sad tales of Indy and glad you and your Church do so much for hopefully deserving and grateful folks.
You have such a beautiful clean downtown, but on almost every street-corner there are always people begging for money. I do not give them money as I cannot tell if they are honest in their poverty or doing it as a working gig, and there is such a strong sense as if they are trying to make me feel guilty. (I especially noticed that same strong guilt trip angle at our old hotel years back just across from the big Mormon Temple in downtown Salt Lake City).
In Indy I recall about 6 years back buying an extra burger and fries and a drink about 2 AM at the Steak and Shake, and trying to give it to the guy who was outside the joint and had been earlier trying to panhandle money, and when I gave it to him he didn't want it and used an expletive at me, so no more.
Reminds me how for probably 15 years I would meet the same guy on Telegraph in berkeley outside my favorite Used book stores, always standing at the same place, always relatively clean, spoke well, and eventually we knew each other well enough we'd shoot the breeze and he'd chuckle and tell me that this was just what he felt like doing for a living.
So all that said, I'm sorry about your town's poverty but I donate and give pretty much only to the Salvation Army and that's about it. I much prefer to give a decent tip to the midnight staff working inside the Steak and Shake than to the ungrateful panhandlers hanging around outside.

advertise for a "robotics tinkerer" or "tinker gnome" (joking on this one] in Mohave, Midland, and Cape Canaveral. another option might be to look at the engineering program at Wisconsin and set up a meeting with the undergrad or grad education coordinator and limit the solicitation to those who have classroom and lab experience at the 400 or higher level and gpa (when we built our team at UF we were able to narrow the field by sending out the posting to those who made a B or higher in microprocessors, still had over 50 responses and scheduled 18 interviews).

Those panhandlers downtown are career beggars, many of whom go home to comfy abodes. The mayor has been trying to get a panhandling law enacted ibut the dems on the city council (majority) and the professional poverty people have prevented it.
The Salvation Army is great, and they run several food pantries here and many all across the nation. They are very skilled in weeding out the con artists from the truly needy. Plus I love them for how nice they were to my dad during WWII. They were the only charity he would donate to.

Bori, things like payroll and financials are pretty generic (although tip processing is important for restaurants), but more broadly we do manufacturing. That said restaurant chains use our apps in the back office.

Bori-I know somebody very well who has created software that is an operating system for take out gourmet that tracks inventory against orders etc being used by growing businesses in this recessionary envmt. Would that help? Man previously developed a financial recordkeeping software so he is not just tinkering.

No way, Jane; although Tammy Bruce talked about one of the Rooski women doing the lighting the flame ceremony was somebody who tweeted an unflattering item about the JEF and Mooch in the past, which bothers our federal apparatchiks more than having a repressive society and other minor items. You guys probably know about this already but it was new to me.

Yes, a problem I come across a lot, is that the business is using separate types of software to do different things if they use any at all. Most of the lot of the commercially available software is either too bulky, or technical for small businesses. I keep searching for something that would integrate the basics, sales, food, labor, operating costs in a small and affordable package without the bloat.
