The Progs at Jesuit Marquette are fudging based on the 'turnout' variable to tone down the LV numbers. The RV numbers give hope to the Dems as they try to raise enthusiasm; Marquette is accommodating them by not strangling the Burke campaign in its crib. My guess is Marquette will show a tied race, all the way until the Monday before election day, then release a late (very late) LV poll that accurately predicts the vote.

I'd like to nominate this Landmark Communication poll of the Georgia Senate Primary runoff as the clear winner of the 2014 Primary Polling Award.

Landmark used a huge sample of LVs in order to get an MoE of 2.4%. That's a very low MoE - just slightly higher than Gallup's 2% for the 2012 Presidential Final Poll.

Landmark's results speak for themselves and fully justify nomination for Best Pollster in this primary season.

Rick B, that poll is accurate on RVs and about where Walker was vs Barrett in 2010 and 1012 this far out. Remember in 2012 that Walker won the recall w/ huge turnout when the college kids were in their home states, then Obama won once the kids were back on campus. This fall the kids will be back on campus, but no O to get them off their choom and to the polls. Closer to 2010 with Walker getting just over 50%, which is where the motivated likely voters in that poll line up.

Isn't the IRS in charge of looking at applicants' financials and determining if they qualify for subsidies?

DebinNC, I know this will shock you, but when Obamacare flopped out in October, the admin claimed that IRS was not able to review applications and confirm eligibility at that time. Given the level of incompetence involved this may actually have been true, but certainly it was by design. They wanted to get as many fraudulent applicants on the teat as soon as possible to inflate the numbers and make it cruuuuuuel to give them the boot later.

Is there anything written into the law that suggests applicants who knowingly committed fraud to get subsidies would be prosecuted or at least fined? I think I know the answer.

Well I would hazard an opinion that we are likely to see:

1) Progs are more disenchanted with Zero than you would think and are unmotivated to turnout, even more so than 2010.

2) Democrats have a long term trend over 5-6 midterm elections of ever declining participation.

3) Republicans are not as enthused as in 2010 but their intensity is not off as much as Democrats, and Independents are leaning more towards Republicans and are more enthused to vote than Democrats as well. This all means 2014 could well turn out to be a bigger landslide than 2010 ( just not as many seats will change hands in the House ).

4) Republican enthusiasm is inline with their long term trends, once the huge bump in 2010 is adjusted out.

All in all, I would not use 2010 as a template for this election.

Kingston had the Chamber of Commerce’s endorsement. The Chamber of Commerce is bad on immigration. Therefore Kingston would be bad on immigration. In fact, his opponent and now the GOP nominee for the Senate in Georgia made a point to tell people that Kingston was the Chamber endorsed candidate. His closing argument in advertising made Kingston own the endorsement.

I tried pointing out that Kingston had consistently opposed amnesty, but it did not matter. After the Mississippi Senate primary, the conservative voters in Georgia were having none of it.

In the last two weeks, David Perdue made hay out of walking out of his meeting with the Chamber. He claimed the Chamber wanted him to vote with them 100% of the time. He would not.

That message resonated. Kingston was the career politician in the pocket of the Chamber and would pass amnesty.

Not now. He lost. And he did so largely because David Perdue made Kingston own his Chamber of Commerce endorsement.

Another angle that I have been babbling about for a couple of years: If the federal exchange is equivalent to a state exchange, how can they NOT be equivalent to a private healthcare exchange (ehealth.com, etc.) or a private healthcare broker?

I've predicted for awhile that The Emperor would take out his pen and phone and phone and decree that people could get their subsidies as a refundable tax credit. It would work just like the EITC -- you don't need to sign up through any sort of exchange to get that, you are entitled to it according to your income and family status. If Obamacare is a tax, then the premium subsidies are a tax credit. And the government cannot take away your tax credit because you bought your insurance from ehealth.com. Sure, they can make it less convenient, but that would be like saying if you don't have a bank account for direct deposit then they get to keep your refund.

What's fascinating to me is that The Emperor has NOT done this. It would certainly add a lot of weight to the "an exchange is an exchange" argument. The only reason that I can come up with is that the #1 goal here is that the government exchanges are phishing scams before all else, and they can't possibly let anybody get their tax credit without going through the scam.

I think NK, makes an important point regarding Roberts.
Were he to have honestly declared the fine not to be a tax the entire law would have been declared null and void and SCOTUS would have been [correctly] saying congress had no business even passing the thing.

With Halbig he can on a much narrower basis say
"I'm upholding the law exactly as congress passed it. If it falls on the weight of their own incompetence that's on them not us; we gave it a chance. If they had fixed it, it would have stood."
It's a lot easier to do that than tell them they had no right to pass the monstrosity in the first place.

Let's hope McCain-Feingold is the model whereby they allow an assembled monster to stand and then slowly pick it apart until there's no practical carcass left.

Having said all that I have no confidence Monte Markham will do the right thing.

I looked really really quick. Quinny surveyed +3 Democrats which to my eye might be a little too strong for a midterm, but not so much that I laugh out loud.

I do note that Quinny had it + 10 Cheeto on April 30th so this is a dramatic improvement for Scott.

Its funny they asked about the candidates being honest and trustworthy, and both candidates score out negatively. Kinda squares with my thoughts too. I don't particularly like Scott, but I KNOW CHEETO is an unprincipaled liar.

I think Scott gets another term but barely.

The conservative groups' applications are mostly still pending 1,2,3 years later (if not withdrawn due to the harassment). IRS finally granted True The Vote's status until September 2013 (too late for the 2012 election) and only after TTV filed a lawsuit.

Meanwhile, Lerner takes the 5th. Lerner and 20 people she corresponded with all allegedly had hard drive crashes which allegedly deleted their emails with Lerner, but only during the period under investigation.

Let me see if I can explain this to you Daveyboy, the point of the Tea Party lawsuits and the source of the IRS scandal is they were targeted IMPROPERLY and were asked IMPROPER questions and had their approvals IMPROPERLY delayed. That is why they are suing and that is why it was and is a scandal and was and is harassment.

The Maine Chapter of Emerge America, and subsequently the entire nationwide organization, quite properly had their 501(c)4 status revoked because their charter itself established they were not qualified to be a 501(c)4 and never should have been approved in the first place by the Bush IRS. That is why they, without lawsuit or even apparent complaint reorganized, properly, as a 527 organization. It's not a scandal or harassment when the IRS, one time, follows the regs, nor does it nullify that it quite clearly violated them regarding Tea Party groups.

On what bo said, not only does it fit with everything I have been saying the educators are singing from the hilltops while they award themselves ever more taxpayer money via promotions, but a Spring 2014 Coalition of Community Schools annual conference in Cincinnati brochure lays out how to use the K-12 schools for community organizing.

It states "everything we now have came from community organizing." I put up the link earlier today in comments to a reader who lives in the district where the Super also spoke on "Embedding an Equity Consciousness" in each student via the classroom.

It came out because today Steny Hoyer and some Ill RINO introduced the Communities in Schools bill on a "bipartisan" basis. Following up on that fleshed out the admission.

Ayers picked bo to head the CAC precisely because he was a community organizer and those principles were being brought to the schools.

I think Fred MacMurray's real specialty in the movies was playing smart cynical characters with some sort of moral flaw.
In Double Indemnity he was not so much a slimeball but an operator who fell for the dame and was manipulated into doing her bidding.
In Caine Mutiny he was a guy who knew that Queeg was nuts but lacked the guts to act when it counted.
In The Apartment he was a big shot who used other people for his own ends.

Lyle-- very true about MacLaine. The Apartment and Children's Hour are the only MacLaine performances I can tolderate. Indeed she was better in Children's Hour than Audrey Hepburn -- who I adore. The Late james garner was OK in Children's Hour.
