Great pieces, MM's quote does fit to a tee. I will disagree just a little bit, in that in the ME the young are doing the killing but it is the older ones who are directing things.
In many black communities, as in Central America and some African countries, the majority of those over 30yrs are dead (civil wars in CH-Africa, crime in the US) or in prison. It has left many countries with a younger generation that has grown up around violence and without fathers or even older mentors to guide them.

Why would the mgr be on point to file (or not!) charges when police have evidence of a felony? At any rate, the police report suggests someone at the BUSINESS indicated they are willing to prosecute (see page 2, bottom half)

The chain of stores that I was GM at had two types of "Managers." We had real managers that had "decision making capability" and we had fake managers that were nothing more than people that could open or close the store.
A real manager or the owner could press the charge of theft, the open/close guy could not.
Is it possible that the charge not being pressed is the assault charge?

I guess the preliminary autopsy does not have good news for Holder and his people. I recall reading that the Chief of Police had said that the first shot, the one in the car was the fatal one, so some determinations have been arrived at.

clarice: I get that. My point is that the prosecutor(s) with jurisdiction can choose to prosecute regardless of whether or not a victim decides to "file charges". There's no "up side" to the victim to file here and thus there is no reason to do so, even if the obvious "down side" wasn't there.

Nice catch on the NYT lying by the numbers bit on Ferguson. They used the ACS INCOME IN THE PAST 12 MONTHS 5-year screen without any adjustment of the median for household type. Married couples constitute 49% of the households in Missouri but just 29% of the households in Ferguson. The median income of married couples in Ferguson is 94% of the state median income for married couples in Missouri (the difference can be fully accounted for by academic achievement). Households with nonfamily members in Ferguson have a median income of 93% wrt to state median for the same demographic.
Almost the entire reported disparity in median income is accounted for by single parent households.
Lies, damned lies and statistics strikes again.
