The bright lights guiding the city of Angels doesn't seem to realize that sunlight is hot:
LA 'black ball' reservoir rollout potential 'disaster' in the making, say experts
LA's scheme to cover a reservoir under 96 million "shade balls" may not be all it is touted to be, experts told FoxNews.com, with some critics going so far as to refer to the plan as a "potential disaster."
The city made national headlines last week when Mayor Eric Garcetti and Department of Water officials dumped $34.5 million worth of the tiny, black plastic balls into the city's 175-acre Van Norman Complex reservoir in the Sylmar section. Garcetti said the balls would create a surface layer that would block 300 million gallons from evaporating amid the state's crippling drought and save taxpayers $250 million.
Experts differed over the best color for the tiny plastic balls, with one telling FoxNews.com they should have been white and another saying a chrome color would be optimal. But all agreed that the worst color for the job is the one LA chose.
"Black spheres resting in the hot sun will form a thermal blanket speeding evaporation as well as providing a huge amount of new surface area for the hot water to breed bacteria," said Matt MacLeod, founder of the California biotech firm Modern Moon Farms. "Disaster. It’s going to be a bacterial nightmare.”
How much of a "bacterial nightmare"? Well, "Fear the Walking Dead", which depicts the start of a zombie outbreak in Los Angeles, premieres Sunday.

AND LEST YOU WONDER: Other science types explain the benefits and logic of the black balls, and vigorously dispute the warm water theory:
Black balls will heat up more than white balls would, and might even bump the temperature in the reservoir. They also might not. Sunlight heats an uncovered reservoir, not by directly heating individual water molecules, but by heating the bottom and that heat transferring to water through conduction. The warm, less-dense water on the bottom rises, and fresh, cooler, water sinks down to be heated in turn. In a covered reservoir, sunlight heats the top surface of floating balls instead. Water is still heated by conduction, but it stays at the top instead of circulating. That might slow down heat transfer. But either way, it isn’t very important.
Hmm. I have certainly been swimming on lakes with a warm layer of water extending several feet down and a noticeably cooler layer below that.

If you heat the bottom, the warm water cools as it rises.
If you heat the top, the water "cools" only via evaporation. Which is what the balls are supposed to be preventing.

New York Governor Andrew Cuomo today announced two economically transformational events at SUNY-Polytechnic in Marcy, between Utica and Rome.
1) Cuomo announced that GE will be returning to New York to the Quad-C building producing silicon carbide power blocks, modules, and circuits – a $50 million investment from the state and $150 million from GE. The net impact will be on the order of 1400 90k/year jobs.

The economic slowdown that resulted created vicious cycle of negative synergy when people leave, fewer pay taxes, the tax burden climbs, and, in the arrogant phase, government still raised taxes and imposed more regulation. “We were wrong.” People are smart, he said, faced with high taxes, people move.
It was a verbal tour de force from Cuomo as he wove together history, economics, politics, and reality in a motivational challenge to the region. Cuomo challenged locals to parley the investment larger. The future is up to you, Cuomo said. “You have the beginning. You have to stoke the flames,” Cuomo said. It is here for you now.
We have been working 17 years to make something like this happen. Cuomo astutely saw the opportunity with our eco development just as we saw the opportunity to partner with the state.
Cuomo is a national political figure to be reckoned with, now more than ever. He is establishing a track record of economic development, even in New York.

sbw, Cuomo doesn't make any sense. If high taxes cause smart people to move, and Cuomo is no tax cutter, who exactly will work at those places (a bunch of highly paid dummies?).
I assume GE and AMS get the usual tax free decade or so. That means NY tax payers get the shaft as usual because these industrial subsidies never bring enough development with them.
The press and all career politicians will love this, but it won't end well.

Lakes turn over naturally and quite frequently. Water is at it's densest at 39 Degrees F and when surface water reaches that temp, it sinks to the bottom forcing warmer water up to begin the cycle all over. The thermocline is the most oxygenated layer in the water column and usually settles somewhere in the middle after a lake turn's over and sets up. (that's where the fish are)

Net of what? These employees are just going to magically spontaneously generate? Most of them will move from other jobs, some from in-state, some from out-of-state. Meanwhile taxes are $50M higher, or about $35,000 per supposed net job increase.

I don't believe that NY State income taxes and corporate taxes are the lowest they've been in 50 years. I'd like to see that claim documented or "fact-checked." It's not so easy to find data, but I'm not even sure what that means. The rates are lower? Revenues per capita are lower? The sales tax is certainly higher than ever.

What matters for our area is that the seed money for the chip fab investment was not spent in Albany or NYC. It also gives us the opportunity to draw support industries to the area.
The concentration of economic impact is something that we have seen but five times since 1758:

1928 – Copper manufacturing
1942 – Griffiss Air Force Base
2015 – Cuomo’s GE/AMS nanotech initiative

The show must have had disappointing ratings last season because the CBS Top Men have been treating it like a red headed step child while ordering a herd of fatted calfs to be killed weekly for Scorpion. I know that at least some people wanted the show just to be a weekly event of investigating numbers with no overarching background goings on but I found last season to be the most stimulating yet, particularly the one which scrutinized various scenarios interspersed with Finch and the Machine playing. I also enjoyed Finch dealing with earlier incarnations of the Machine which weren't nearly as benevolent as the final product; that was an outgrowth of a discussion with a real world AI designer captured on the Season 3 DVD.

Listen, it's really quite simple. And even this evening I saw on TV and got e-mail, OFFERS from Guitar Center. Jack, buy the kid a simple amp. I own a dozen different amps from 1967-2000. Nothing has changed vis a vis basic guitar to amp technology.
Get FREDERICK a nice TAKAMINE, and a EPIPHONE LES PAUL. Any small amp will do.
Jack, in fact, you could buy the young man better stuff, but you don't need to.
My son is now FRESHMAN FOOTBALL at MARQUETTE HIGH!! 14. Henry knows my boy very well. My son has an EXPLORER, a Les Paul, A Telecaster, an Ibanez, acoustic/electric and a couple others. He has a couple of nice amps, A Marshall, A Yamaha, and a HARTKE. I'm not well to do, but I re-gift to my son.
