As foreign aid mandates a single biological mother for foreign aid dollars; in other countries income mandates it. If you get pregnant your welfare more than doubles, per child. If you have sole custody that money doesnt have to be shared with another parent on single rate. Sole custody also brings in even larger tax credits per child. These are substantial. If you want a vacation, the state will gladly take custody for a temporary time, but you lose everything and go on a single welfare rate. There's also alimony, etc, but that too can backfire if you take the vacation.

The single custody income rates pay better than minimun wage. Its designed for single mothers to have kids. Good for countries that need immigration to keep a positive citizenry (tax payer) growth.
