(a) A person who is a national of the United States whether by birth or naturalization, shall lose his nationality by voluntarily performing any of the following acts with the intention of relinquishing United States nationality—

But, interestingly for the discussion of selling a state, there was some talk about Nevada during the Bundy standoff. Apparently Nevada was allowed into statehood before it qualified, and there was not much homesteading allowed, because the federal government was supposed to SELL those vast federal lands and the funds raised were specifically targeted to pay off debt from fighting the Civil War. Instead the feds just held on to the land, and the debt. And they weren't charging the Bundys enough rent ever through generations because the government is a terrible landlord and should have just sold the land to the Bundys.
We joke about selling a state to the Canadians, but the federal government selling off enough land (to Americans) in the western US so that the percentage of government ownership in the west were brought to be equal to the percent of government ownership in the east, that would make a damn good down-payment on paying off the federal debt. (Although the cronycrats would manage to steal a lot of it. Isn't it Diane Feinstein whose husband has the contract for selling off excess post office property, and has managed to become a mega-gazillionaire from the skim? Maybe when Trump retires in 2024 that can be his post-president job to bust heads and get the maximum amount of money for the Treasury.)
