They are fixing, if not already done, the Oroville dam's spillway. A $1 billion fix.

Speaking of spillways, here in Coastal Queensland they have has so much rain that a local dam filled well over capacity and they had to release towns of water which has no flooded out 20,000 homes and created a huge emergency:

Townsville flooding could worsen with more heavy rain and dam releases

Up to 20,000 homes could be flooded in the coming days if rain continues to fall in north Queensland as heavily as it has been, authorities have warned...The level of Townsville's Ross River Dam has topped 212 per cent of capacity

I remember Tim Blair having a lot of fun at the expense of another Aussie Tim, forget the last name, but a green who had predicted dire water shortages for Australia.

Climate Change Commissioner Tim Flannery, Narciso. He's the down under version of Michael Mann.

"We’re already seeing the initial impacts and they include a decline in the winter rainfall zone across southern Australia, which is clearly an impact of climate change, but also a decrease in run-off. Although we’re getting say a 20 per cent decrease in rainfall in some areas of Australia, that’s translating to a 60 per cent decrease in the run-off into the dams and rivers. That’s because the soil is warmer because of global warming and the plants are under more stress and therefore using more moisture. So even the rain that falls isn’t actually going to fill our dams and our river systems."

I recall Tim Blair mocking that with a vengeance.

Here's a video of the Ross River Spillway opened 2 days ago

Ignatz Ratzkiwatzki

He wasn't finished yet.
He was also going to say that in between the lower rainfall periods there would also be periods where climate change caused higher than average rainfall.
And, because it effects all of our planet's fragile systems, there would even be times where climate change caused catastrophically average yearly precipitation.

The CTH story is certainly likely. I was taking a civil deposition of Tony Boyle. I knew he was going to be arrested in the middle of it for the murder of the Yablonski family. We were sworn to secrecy. Sure enough the marshalls entered in the middle of the civil deposition and arrested him. As I left the building there were dozens of reporters and cameramen outside to get shots of him being transported out to jail.We had kept out word and told no one. Boyle had no idea and wouldn't have told them in any event. Only the prosecution could have done that.

I've got a question: the one thing that people of both parties agree on is that there should be term limits for Congress. I assume Congress has decided that is their decision. I don't think that's in the constitution so how can we the people, change it?

The 'congress' also means the senate.

Jim Eagle

Jane,

Constitutional amendment, right. 3/4th of the states have to pass it. It will never happen in our lifetime but hey, is it worth the effort. Me, I am against it since I can see the negative side. Got 6 years as a Senator, make the most of it. Got only 2 or 3 re-elections as a Rep. Make the most of it. More damage than good, iMHO.

MissMarple2

Jane,

I think it is in the Constitution, which says that the Senators' terms should be 6 years and the Representatives' 2 years.

The writers of the Constitution didn't set term limits. Probably they didn't feel the need because in those days life expectancy was a lot shorter and serving was a real hardship, because of how long it took to travel to DC.

In addition, in the early days we didn't have high-dollar lobbyists with campaign cash and book deals and speaking fees to wave around, luring people to stay longer.

Also, originally the Senators were supposed to be chosen by state legislatures, which probably would have exerted more control over their elections. That got changed by a Constitutional amendment which changed their election to the popular vote. (That worked out well, didn't it?)

So, I think an amendment for term limits is what will be needed, and it will have to originate in the states, as those in Congress won't do squat about it.

Three Writing Rules to Disregard

I have nothing against rules. They’re indispensable when playing Monopoly or gin rummy, and their observance can go a long way toward improving a ride on the subway. The rule of law? Big fan.

The English language, though, is not so easily ruled and regulated. It developed without codification, sucking up new constructions and vocabulary every time some foreigner set foot on the British Isles—to say nothing of the mischief we Americans have wreaked on it these last few centuries—and continues to evolve anarchically. It has, to my great dismay, no enforceable laws, much less someone to enforce the laws it doesn’t have.
