Sidney notes that Flynn's lawyers prepared the form based on what Flynn told them and the lawyers screwed it up. Flynn subsequently acknowledged that he didn't read the thing before signing the form and yes it was, in hindsight, inaccurate.

He was never criminally charged with that, but the DOJ used that as leverage against Flynn. They wanted to use that testimony against his partner in his firm. Sidney Powell said he won't testify to that because it is a lie. He didn't draft the FARA, he just signed it, relying upon his attorneys to get it correct.

More simply, Powell is saying he didn't commit a crime, he won't testify that he did, since that would be a lie and The DOJ imploded.
