I was working at the local golf course, back in the late 80's early 90's and this dude would come to the course eating sandwiches all the time. One day I approached this guy and told him that "carry in" food was not allowed. He continued to bring in food EVERY DAY. Sometimes it would be a roasted leg of some sort or just another sandwich. Well....I got pissed off and finally went to the first green and said. He "Hungry Jack", do I need to drag you off of the green and wrap your putter around your head. He saw things my way. The kid knew not to mess with GUS BIDEN.
Later on Jeff Dahmer and I would become great friends. I never did find out what kind of "sandwich" he preferred. But I always wanted one.

It hasn't been swift. Are we in diplomacy world trying to sway the opinion of various allies that we are righteous? Seems so. So are we mobilizing others to participate or at least shut up when we do?

Are we getting the intelligence all lined up to make a case?

I suspect one of the things we are in discussions about is who will participate in a reprisal.

Jim, that article on new fighter jets / digital engineering and “agile” production of new releases... sounds like the Air Force is finally asking for what we told them to do in the early 90s (then Joint Strike Fighter / F35) in the CALS/ Integrated Data Strategy. The procurement people kept doing skunk works manual prototyping and overspecification. (Only one plane ordered in big quantities, so massive political battle to get each group’s needs covered). We pointed at PCs then, “agile” wasn’t a word. The AF paid for my 5 years in grad school.

Jim, they had an acronym for that: COTS (commercial off the shelf). If they are doing more, that’s great. But as you see with NASA today, the political (as in Congress and campaign donations) and revolving door (bureaucrats) push “not invented here” boondoggles to the front of the line. It’s a generic problem in government procurement.

Jim, Henry, to be sure there are some civilian industries that are strangling themselves with “process”. I’m no fan. But IMO we need to draw some distinctions.

The Ford-class carrier program is an outrage for several different reasons.

But when you’re building in some numbers a high-reliability product (like airplanes), specification and related “process” related to assuring the contractor is actually building what was spec’ed, that the variation between the copies is small, and that it plays well with bits supplied by others seems unavoidable.

The verification associated with specs also assures the contractor isn’t ripping off the taxpayer. That seems to be needed where the Beltway bandits are concerned, no?

There’s probably some room to cut bureaucracy from the procurement process, but I see no silver bullets.

And Jim, I think DOD has been doing business on the basis of “create the best you can” for a while now, but that doesn’t eliminate the spec as one still needs to define “best at what, exactly”.
