Miss M, it’s complicated. Most government systems are one off... nobody else has welfare or social security. So it’s not like you can buy it off the shelf. When the government tries to replace one, several things happen:
A) they lose a decade in lawsuits (see the Pentagon’s cloud contract now delayed by Bezos whining in the courts). That guarantees anything built is a generation out of date.
B) total lack of accountability across contracting officers and Beltway bandit firms doing the work. See the air traffic control system that has been under development since the 80s. Can’t fire them, so they don’t care.
C) possibly the worst that can happen is the government builds something, then turns it on. The Obamacare website is a fine example.
So while it sounds good to LIVs who use free apps to Tupelo’s their privacy, until you can fire civil servants for incompetence and sue them for damages no government system development is going to save taxpayers a dime.
This is just as true at the state level. I give you the University of Wisconsin payroll system. (This should work off the shelf, I do not blame the vendor even though they are a competitor). When asked why the payroll was $35 million over budget, and when it would be completed, the civil servant in charge had no idea, no plan, no clue but thought it would be at least another decade and another $35 million. This incompetent boob still is employed by the state of WI. (Really, even with all the admins wanting custom bullshit added, an equal sized private sector payroll would believe in at most two years and a couple million spent).

What galls me is the question of why Nunes acknowledged Russian meddling in his majority report (which everyone says was 99.99 correct in hindsight). He could have called Crowdstrike out for not turning the servers over to the FBI. Even a statement of doubt would have been better than to say, "Yes, we agree with the 'IC' that the Russians tried to meddle in the election. We just don't agree on the particulars."

Not sure what you know, but Crowdstrike is the (Ukranian?) company, hired by Perkins Coie of GPS Fusion fame, to look at the DNC servers, and who claimed those servers were hacked by Russians yet never gave the gov't access to the servers, or any other proof of their claims that we know of.

And, btw, even if the servers were hacked by Russians, that doesn't implicate the Russian gov't. If I hack Chairman Xi, that doesn't mean it was the "Americans" doing it.
