"versioning approach" in that context is gathering a coherent set of capabilities to announce / launch at once. (Note, fixes can range from ASAP release to a more absorbable cycle).

The idea in 91 was that the military did big projects, that took decades. Versioning in that context was to get useful function out the door, then add more as the technology allowed. The model was the microcomputer hardware / software industry of the 80s compared to the ancient computing systems locked into the Space Shuttle and B1 by fixing a design in the 70s for use over decades. So lots of little recommendations like build a high capacity databus then swap cpus and protocals at the speed of those innovation streams. Thus faster field upgrade of avionics / sensors / weapons instead of slow and expensive depot work. You know the drill, typical academic pie in the sky.

Even the news coverage that grudgingly admits that the Dems may have a problem STILL frames everything as partisan politics. No straightforward coverage of the speech and the accomplishments of this president and his administration.

Fred Guttenberg, whose 14-year-old daughter, Jaime, was killed in the Feb. 14, 2018, shooting, was escorted calmly out of the balcony gallery of the U.S. House of Representatives chamber toward the end of Trump’s speech.

No straightforward coverage of the speech and the accomplishments of this president and his administration.

And they STILL don't get how continuing that approach destroys whatever little credibility they might still have.

We're very fortunate that the Dems and MSM are as blinded by rage and ego as they have been since 2016. If they'd been smarter, they would have canned all the conspiracy talk and pussy hats and the rest of it right from day one. Instead, the Dems could have worked aggressively with him on things like criminal justice reform, family leave, rewriting NAFTA, etc. They could even have gotten some kind of an immigration deal. And in doing so, they'd have split the President's support among the different factions of the GOP. And the MSM could have done the same - praising him to the skies on those issues, and preserving their illusion of neutrality and fairness.

Instead, they've chosen electoral and industry-wide suicide.

What's all the crap about the SOTU being a "campaign speech"? When was a SOTU ever apolitical, or not upbeat about the President's accomplishments? This was no more so than any of the SOTUs of the past couple of decades at least. Maybe Reagan struck a more somber tone after the Challenger explosion, but that would be the only exception (and that was almost 30 years ago).

I don't have as negative a view as Codevilla. It seems to me that President Trump has pulled aside the veil on a bunch of institutions.

Television networks have lost their luster. The moniker of "fake news" has struck a chord with millions of Americans. Confidence in reporting has plummeted.

No one is really paying attention to the Academy awards or the Emmy Awards any more. People don't go to the movies the way they used to, and a lot of them don't watch TV at all, so who cares?

Scandals in the Church and in Academia has made us less susceptible to their influence. Watching the impeachment fiasco has made us question how Congress operates and the type of people we elect.

Of course things won't get back to the way they used to be 40 years ago. However, things can move closer to that goal, and there is a lot of improvement that can be done. I am not giving up, and I find Codevilla's article too accepting of the status quo.

The attendees have gone home.
Not all the volunteer caucus captains preserved records.
There is no "chain of custody" to ensure the existing records are correct and accurate.

Why would we think an accurate result is possible?
