Oh,you guys already mentioned Chris Matthews. :) In other news,I've been soaking up lots of Vitamin D in the Florida sun. While sitting on the lanai,I've been reading a book titled "Pandemic 1918" by Catherine Arnold. It is a fascinating history of the Spanish flu. The Spanish flu was responsible for more deaths than the Great War. The author describes how the flu came in waves during 1918-1920 across the globe. Between the horror of the Great War and the death and devastation of the flu,it is easy to understand why the flu became a "forgotten plague." Some of the letters and memoirs the author refers to in the book are almost unbearable to read. So much sickness and fear and death.
I don't want to be morbid,but I hope 21st century medicine and health care are up to the task.

I think you misunderstand the severability issue. Legislation must explicitly state that if one clause is found defective in some way or is not implemented for some reason, that will not affect the implementation of any of the other clauses.

That's not really accurate. In Alaska Airlines, Inc. v. Brock, 480 US 678 (1967) the SCOTUS says:

The standard for determining the severability of an unconstitutional provision is well established: "Unless it is evident that the Legislature would not have enacted those provisions which are within its power, independently of that which is not, the invalid part may be dropped if what is left is fully operative as a law."

In a footnote in United States v. Jackson, 390 US 570 (1968), the court says (with citations omitted):
The appellees correctly note that Champlin was a case where Congress had included a clause expressly authorizing the severance of any invalid provision, a fact upon which this Court relied in recognizing "a presumption that, eliminating invalid parts, the legislature would have been satisfied with what remained . . . ." But whatever relevance such an explicit clause might have in creating a presumption of severability, the ultimate determination of severability will rarely turn on the presence or absence of such a clause. Thus, for example, the Court in Champlin, after stating the basic test quoted above, cited cases in which invalid statutory provisions had been severed despite the absence of any provision for severability.

In a concurrence in Murphy v. National Collegiate Athletic, 138 S. Ct. 1461 (2018) Thomas expresses discomfort with the current severablity precedents, and suggests they be revisted. He contends that they amount to rewriting statutes, which is beyond the power of the courts.

Coincidentally, Melinda recently posted a link to an interesting NIH paper which hypothesizes that vitamin D from sun exposure may have been associated with substantially decreased mortality in some regions during the 1918 flu pandemic.
