If the gov't wanted to do it, we could build fabs all around the country, each costing around $10B, and shares of equipment companies like Applied Materials, Lam Research and Tokyo Electron would skyrocket. The biggest problem would be to find enough qualified people to set up and run these fabs.

Every state seems to have a three phased ramp up, and many businesses, like restaurants will not even be allowed the same number of seats as before.
