Here's an article from two years ago about the Minneapolis police reducing their psych evals for new recruits:
Starting in 2012, the city eliminated four of the five psychological tests used to screen applicants for its police academy. Those tests — at least one of which the department had used since at least the mid-1990s — were dropped even though a federally funded study conducted in the Minneapolis Police Department showed some were effective at identifying problem officers.

at one point, while Floyd was still moving but apparently not talking, Lane said he was “worried about excited delirium [hyped on drugs] or whatever” and suggested that the police should “roll him on his side.” Chauvin rejected this suggestion, opining that the excited delirium Lane feared was “why we have him on his stomach.”
Perhaps that would have saved him. Perhaps not. We don't know. But it seems there was something other than killing the guy on Chauvin's mind. Big guys in handcuffs on drugs can still do a lot of damage.

The only two questions that matter are;
1. Did the cops' actions contribute to his death? We don't have a definitive answer to that yet and we might never have one. We don't even know definitively whether it was a homicide.
2. If it is determined they did, did they amount to a crime?
This case is not vastly different than the Eric Garner one. A big black guy ended up face down complaining he couldn't breathe, except in that case one of the cops did have him in a choke hold. While he was still alive they turned him onto his side so he could breathe easier and he still ended up dying.
The grand jury refused to indict.
