Portlandia is crazier than you think and the Times is getting nervous.
Protestors are taking their noise to the white neighborhoods (are there any others in Portland?). In once incident they threatened to burn down the home of a white guy flying an American flag. A Black neighbor white-knighted him, so I guess that made it safe to report.
Still, this isn't exactly Biden 2020 outreach at its best. And its not just Portland.
Re Biden outreach: The goal of the leaders of BLM and Antifa is to destroy once and for all America as an opportunity society, not to help elect Biden. They are anarchists and terrorists and need to be dealt with as such.

No reason to visit Portland again---ever. It was always a dull town (although it had a good bookstore, Powells, and a few good restaurants). This sleepy little burg is now disaster central.
It was maybe a bit livelier when Mayor Neil Goldschmidt (sp ?) was shtupping his 14 year old babysitter. But that was then and this is now with reality denying Ted Wheeler as mayor.

I haven't read the article itself yet, but this sounds like the last thing I want the government or the social tech folks to be doing. I don't want any such entities "managing" internet "content" in the name of the people. That slope is so slippery, it's a virtual enticement to all the big brother wannabes out there.
Take away the internet guys' tax exemptions as "neutral platforms," because they are already patently massaging content, and maybe they might start keeping their grubby little hands to themselves.
I'd be willing to bet this move is really about pressuring tech folks into making data & user info available to law enforcement on demand. It has the whiff of those vaunted government/business "partnerships" -- and incipient fascism -- that Obama was so fond of.

JMH, they are already doing that, though mainly in the name of (or on behalf of) the Democrats and far-left extremists, who get a pass while even someone like Althouse* gets harassed. I believe the proposal is to take away their immunity from lawsuits, which they get as mere 'providers' as opposed to being publishers/editors. There's also some mention of antitrust actions against them.

JMH, in my adult lifetime the decline can be measured by my own MBA circa 1972 when we were taught how to best manage firms that were owned by Shareholders so that the returns to those owners would be maximized over the long term.
That same MBA program in 2020 touts its ability to teach future managers how to be "responsible leaders reflecting the needs of all Stakeholders".
My will was changed when that shift settled in.

I'm not opposed to their immunity from lawsuits if they actually quit managing content. amd/or find ways to rout out genuine harassment and/or threats, instead of spending time trying to rout out conservatives. Just as I don't think bloggers should face legal consequences for something posted in their comment sections by people they don't actually know. As we have seen, that can be difficult to control and requires sacrificing an open forum to do it.
I suppose I should have read the article before commenting :-) but doesn't the grant of immunity actually rely on their not "managing content," as mere providers? Shouldering "more responsibility" seems antithetical to that proposition.

I also think it is the immunity from being treated like "public accommodations" that they are losing. Currently they can discriminate at will unlike wedding cake bakers.
IOW their new "responsibility" for content would now be consistent with other accommodations responsibilities wrt discrimination practices.

Boris, are public accommodations prohibited from discriminating based on political views? I thought it was just the elements in the '64 Civil Rights Act, i.e. race, religion, national origin. These recent comments from a hospital doctor in Stockholm:
In the hospital where I work, there isn't a single person currently being treated for covid.
I haven't seen a single covid patient in the Emergency Room in over two and a half months.
My personal experience is that people followed the voluntary restrictions pretty well at the beginning, but that they have become increasingly lax as time has gone on.
When I sit in the tube on the way to and from work, it is packed with people. Maybe one in a hundred people is choosing to wear a face mask in public. In Stockholm, life is largely back to normal. If you look at the front pages of the tabloids, on many days there isn't a single mention of covid anywhere.
Covid is over in Sweden. We have herd immunity.

Porch "Sadly, my parents have major fiscal commitments to same alma mater tied up in their estate planning."
That came up at our last major estate rewrite because there can be nice tax advantages. But in the end my Eeyore view of the rapid decline in previously very stable institutions overcame any sense of charity I might have felt. In the actual event, the decline was even faster and deeper than I worried about just a few years ago.
And since I now see how easy it was for the petty tyrants to unconstitutionally close down my sources of income, I am happy to have what I might have given away under my mattress in case I need to eat it or buy gin with it.
