Good evening! I'm back from NH. My mother has a serious but non life threatening condition but because of her age, surgery is too high risk. The other issue is her stubbornness. She won't accept her infirmities. I feel blessed that my siblings and I are all in agreement about her ongoing care.

In a smaller, more rural America, the census-takers really knew their communities. They probably could have sat at their own kitchen table and come up with a good approximation. Going door-to-door talking to people they mostly already knew just made it more accurate.
As the urban areas grew so did the possibilities of under-counts. The NYC Police Census of 1890 is possibly the best known challenge to the process.
"Mayor Grant approved the deployment of the New York Police Department to conduct its own enumeration of the 24 Assembly Districts of New York City, which included sections of the Bronx from Kingsbridge to the South Bronx, west of the Bronx River. The Manhattan police census, conducted in October, counted 1,710,715 inhabitants—about 200,000 more than the federal count of 1,515,301.
Some of the population increase was likely due to New Yorkers originally out-of-town in the hot month of June or, who in some way, either missed or avoided enumeration. But it was also alleged that cops routinely counted men at home and then again at their workplace, and counted out-of-towners visiting the city. In addition, given the reputation of Tammany Hall politicking, it was no stretch that district leaders were said to have promised favors to enumerators in return for padding the census count.
City newspapers took sides on the issue. The New York Times ran an editorial referring to the federal census as "so untrustworthy as to be almost completely worthless," while, down the block on Nassau Street, the New York Tribune countered snidely that the police census was a "partisan enumeration," and that Mayor Grant was simply giving voice to the cigar-and-beefsteak stratagems of Tammany Hall Democrats, to expand their power in newly created political districts."

Many of those in leadership made their negative opinions of former president Trump clear. Historically, Census Apportionment numbers appear to favor liberal, blue states over conservative, red states in the final rounds of representative allocations. This likely stems from the use of “hot-deck imputation,” a controversial method where the Census will use a nearest, most similar neighbor to impute the characteristic, population, etc., of a household who does not fill out the Census or respond to enumeration attempts. A more radical method called “count imputation” creates a whole person at an unresponsive household. These are persons without available Federal or state records. In Utah v. Evans, 536 U.S. 452 (2002), the Supreme Court left imputation to the Secretary of Commerce’s discretion because, in the majority view, it does not constitute statistical sampling, prohibited in 13 U.S.C. §195. It can be argued that hot-deck imputation favors more liberal states over more conservative ones, more urban states over more rural states. Specifically, it favors states that have areas of low response rates to the Census."

The Census has been contentious for a long time.
In a smaller, more rural America, the census-takers really knew their communities. They probably could have sat at their own kitchen table and come up with a good approximation. Going door-to-door talking to people they mostly already knew just made it more accurate.
As the urban areas grew so did the possibilities of under-counts. The NYC Police Census of 1890 is possibly the best known challenge to the process.

"Mayor Grant approved the deployment of the New York Police Department to conduct its own enumeration of the 24 Assembly Districts of New York City, which included sections of the Bronx from Kingsbridge to the South Bronx, west of the Bronx River. The Manhattan police census, conducted in October, counted 1,710,715 inhabitants—about 200,000 more than the federal count of 1,515,301.
Some of the population increase was likely due to New Yorkers originally out-of-town in the hot month of June or, who in some way, either missed or avoided enumeration. But it was also alleged that cops routinely counted men at home and then again at their workplace, and counted out-of-towners visiting the city. In addition, given the reputation of Tammany Hall politicking, it was no stretch that district leaders were said to have promised favors to enumerators in return for padding the census count.
City newspapers took sides on the issue. The New York Times ran an editorial referring to the federal census as "so untrustworthy as to be almost completely worthless," while, down the block on Nassau Street, the New York Tribune countered snidely that the police census was a "partisan enumeration," and that Mayor Grant was simply giving voice to the cigar-and-beefsteak stratagems of Tammany Hall Democrats, to expand their power in newly created political districts."

If people are being "imputed" to make the census more accurate what characteristics of those people are also "imputed?"
Somebody should challenge this with a suit before the Supreme Court.

The demolition of the tunnel in the northern Gaza Strip, known as the "metro" did not work to the expected extent.
This is another "census-type" issue. Did the Israelis fail to scare enough Gazan militants into the tunnels before the bombing began? Or did they kill so many that they don't want the true number known?
