In urban areas all land is owned by the state. A developer buys the right to build on it. When you buy, you’re buying into something resembling a condo. You control the space kind of like ownership but not the land. Actual ownership of the home really isn’t conveyed. It’s what amounts to a 70 year lease. My impression was this is to prevent inheritance.
What I’m assuming is when you reserve for a space in a new construction, the developer decides when to call it livable, and thus when your 70 year clock starts running.

I'd been trying to square it with the US system where you put down a deposit on a new home or condo and don't owe the rest until a closing that included a certificate of occupancy. In a condo development a CO wouldn't be issued unless the building was completed. They might still be doing interior work floor by floor on the individual condos, but your individual unit would have a CO.
Further, as I understand it now - in the US your deposit goes into an escrow account - in China it may be that the developer can use those funds as financing.
I wrote this paper on Australian naval strategy in August 2013 — eight years ago — but never got around to placing it. It’s interesting to see how well my thinking from 2013 held up. I think it clearly anticipates the actual debate that led to Australia’s present decision to go for nuclear SSNs.

So its going to take 18 months to figure this out. It's not just about the new boats. It's going to be about a whole new way of doing submarines for Australia.
If the US does base a nuclear sub at an Australian port the Australians will learn how to service and provision a nuclear sub.
And since the Australians will need to learn about how to crew and maintain a nuclear sub it's likely that Australians will begin to serve on UK and US submarines very shortly.
Pretty soon the Australians will have a crew capable of running a nuclear sub, but no subs of their own because of the lead time in building the new boats.
As the US is in the middle of building a new class of nuclear boats we'll probably have some older models available to loan to the Australians.
So this phrase, "initially to build a class of nuclear-propelled submarines, but also to work together in the Indo-Pacific region..." really isn't the start point. By the time the boats are built, if they are built, the Australians will already have a fleet of nuclear subs.
The neat thing about it, new subs or older US boats, is they will be interoperable.
It has the potential makings of an undersea Star Fleet.
Back in the early 70's I took a trip to Florida from NJ by car. I visited my favorite uncle and aunt in Silver Springs, MD, on the way down.

He told me not to repeat that, that what he was doing was classified, and that he could get in big trouble if I was heard mentioning that, even though that wasn't what he was doing.
So I don't know if that was what he was doing, but I had heard a rumor months before meeting him that the VLF facility was in WV.
Wikipedia seems to know where all the antennas were located back then, but I can't find the location of the message center back then on Wikipedia.
So maybe I was wrong, but it's an interesting story that lets me suggest that there is already an undersea communication system that the US uses to communicate with its submarines. Doubtless, the UK has something similar. Doubtless, AUS has something similar.
I can foresee that AUKUS could use such a system for a unified submarine command similar to NORAD.

Went to see Il Trovatore last night at the LA Opera. First opera for me in 3-4 years.
It was opening night for the season and I just plum forgot. Very well done with major distance between attendees. Plenty of room.
The only off note was the three trannys at the urinals during intermission.

Hello, all.
Funeral was rather strange and although there was a minister, he had 3 other people speak (daughter, sister, and friend) and only read a few scripture passages. There was a nice turn-out of people dressed in everything from jeans and sandals to business suits.
All of my family went out to eat afterwords. I got to visit with my brother who I haven't seen for 2 years since he moved to Cincinnati. No politics were discussed.

Although there seem to be some shenanigans with union funds, judging from what he and my nephew the ironworker were saying. The IBEW is well funded and most of the non corrupt areas of the ironworkers are (leaving out Detroit, Chicago, Cleveland, etc.) and it seems that the regime wants to pool all of the funds from the solvent unions to help out the crooks.
I did not ask questions because the dem sister was seated next to me so I simply listened.
Drove to the church with my daughter, and my son brought me home, detouring to show me areas I haven't seen in a while and how they have changed (most for the better) except for the mess around Highwway 37 (which goes to Bloomington) and is going to be converted to Interstate 69.

I can't see how it wouldn't have severe effects on the domestic property market.
As I understand it, Evergrande is using heavily discounted properties to pay off some smaller debts. I presume that those properties selling below present market values would have a knock-on effect lowering the value of existing real estate.
Something I haven't figured out about Chinese residential properties - it doesn't seem to conform to US practices for newly constructed homes. From what I'm reading there are people in China living in apartments, paying mortgage money, in buildings that haven't been completed.
I read about one man paying a mortgage on his apartment even though he has to walk up and down 18 floors of stairs because the elevators haven't been finished yet. And he doesn't have running water yet either.

When I visited China, I had a bit of a conversation with our minder about this. (I wish I remembered it all.). It’s complicated.
In urban areas all land is owned by the state. A developer buys the right to build on it. When you buy, you’re buying into something resembling a condo. You control the space kind of like ownership but not the land. Actual ownership of the home really isn’t conveyed. It’s what amounts to a 70 year lease. My impression was this is to prevent inheritance.
What I’m assuming is when you reserve for a space in a new construction, the developer decides when to call it livable, and thus when your 70 year clock starts running.

Thank you. That fits with what I have been reading.
I'd been trying to square it with the US system where you put down a deposit on a new home or condo and don't owe the rest until a closing that included a certificate of occupancy. In a condo development a CO wouldn't be issued unless the building was completed. They might still be doing interior work floor by floor on the individual condos, but your individual unit would have a CO.

I wrote this paper on Australian naval strategy in August 2013 — eight years ago — but never got around to placing it. It’s interesting to see how well my thinking from 2013 held up. I think it clearly anticipates the actual debate that led to Australia’s present decision to go for nuclear SSNs.
France is pissed I think mostly for reasons of domestic consumption. I've been looking around and I suspect that the French and Australians were at an impasse as realities changed over the last 6 years.
Diesel-electric boats became obsolete for Australia when China started throwing its economic weight against Australia a year or so ago within its import bans on certain Australian products.
It was time for Australia to start thinking about nuclear boats. Maybe France and Australia were already looking at that possibility and discussing it. I don't know. In any event, I think Australia also decided to abandon its go-it-alone defense for something more integrated.

This seems to hint at this not being just about military procurement.

So its going to take 18 months to figure this out. It's not just about the new boats. It's going to be about a whole new way of doing submarines for Australia.
If the US does base a nuclear sub at an Australian port the Australians will learn how to service and provision a nuclear sub.
And since the Australians will need to learn about how to crew and maintain a nuclear sub it's likely that Australians will begin to serve on UK and US submarines very shortly.
Pretty soon the Australians will have a crew capable of running a nuclear sub, but no subs of their own because of the lead time in building the new boats.
As the US is in the middle of building a new class of nuclear boats we'll probably have some older models available to loan to the Australians.
So this phrase, "initially to build a class of nuclear-propelled submarines, but also to work together in the Indo-Pacific region..." really isn't the start point. By the time the boats are built, if they are built, the Australians will already have a fleet of nuclear subs.
The neat thing about it, new subs or older US boats, is they will be interoperable.
It has the potential makings of an undersea Star Fleet.

Back in the early 70's I took a trip to Florida from NJ by car. I visited my favorite uncle and aunt in Silver Springs, MD, on the way down.
I also wanted to see their son, my favorite cousin, but he was a Radioman in the US Navy. He had been suckered into signing up for the submarine service, a six year hitch, instead of the usual four.
Fortunately, he wasn't based too far away. He was based in West Virginia and I met him at a McDonald's for a couple of hours just across the border in VA that was a convenient place to meet. He had told me he couldn't get me onto his base.
We were sitting there talking and I was busting his chops because he was in the Navy and he wasn't located anywhere near a body of water. "So what are you doing stuck in WV?" "I can't tell you."
"Ah," says I, "You're working at the submarine VLF communication center." His face blanched.
He told me not to repeat that, that what he was doing was classified, and that he could get in big trouble if I was heard mentioning that, even though that wasn't what he was doing.
So I don't know if that was what he was doing, but I had heard a rumor months before meeting him that the VLF facility was in WV.
Wikipedia seems to know where all the antennas were located back then, but I can't find the location of the message center back then on Wikipedia.
So maybe I was wrong, but it's an interesting story that lets me suggest that there is already an undersea communication system that the US uses to communicate with its submarines. Doubtless, the UK has something similar. Doubtless, AUS has something similar.
I can foresee that AUKUS could use such a system for a unified submarine command similar to NORAD.
France is pissed at losing a construction contract. China is pissed that it might be facing a unified undersea command system for the submarines of three nations.
