That goes along with what I said in my comment about the Senate protecting itself. During the first years of Obama, when the Democrats held a large Senate majority, they settled for a rather unsatisfactory trick to push through Obamacare. They didn't end the filibuster, or even seriously consider ending it. It's the current situation that's an anomaly. Until recently, the filibusterer has survived essentially unchallenged through many Democratic and Republican majorities.
